La Confederación Unificada Bioquímica de la República Argentina (CUBRA), en representación de todos los profesionales bioquímicos distribuidos a lo largo y ancho del país, pertenecientes al sector de gestión privada, y haciéndose eco de lo manifestado el 14 de junio próximo pasado, y reiterado en el día de ayer por la Federación Argentina de Prestadores de Salud al Ministro de Trabajo de la Nación, Dr. Claudio Moroni, y a las autoridades de la Federación de Asociaciones de Trabajadores de la Sanidad Argentina (FATSA), informa a la sociedad toda, que si se continúa con el atraso en la debida actualización de los aranceles por parte de los financiadores (Obras Sociales, Empresas de Medicina Prepaga, PAMI), este sector no podrá afrontar los aumentos de salarios que se desprendan de la paritaria correspondiente al 2021.
Los ingresos de los prestadores bioquímicos están atados a los aranceles impuestos por los financiadores. Si esos aranceles no se actualizan acorde al porcentaje solicitado por FATSA para la negociación paritaria actual, los laboratorios de análisis clínicos de todo el país no tienen posibilidad alguna de enfrentar dicho aumento.
Los LABORATORIOS BIOQUÍMICOS, actores relevantes en el sistema de salud, herramienta diagnóstica fundamental en el cuidado de la población, vienen arrastrando desde antes de la pandemia, una situación de extrema gravedad ECONÓMICA-FINANCIERA debido a la inflación de costos sin un paralelismo proporcional en la suba de aranceles.
Los aumentos otorgados a empresas de la medicina prepaga y los recursos disponibles de las obras sociales nacionales, correspondientes al equipamiento e insumos importados y la variación del tipo de cambio (costos de producción) superan ampliamente a los aumentos de aranceles otorgados a los prestadores independientes, extendiendo cada vez más la brecha de estos indicadores, provocando una redistribución asimétrica de los recursos, que generan funcionamientos por debajo de los niveles de eficiencia y falta de equidad.
Para poder garantizar un incremento salarial de los trabajadores de los laboratorios de análisis clínicos, reclamamos a los financiadores públicos y privados que se actualicen los aranceles atrasados de las prestaciones correspondientes al 2020 y lo acumulado al primer semestre del 2021.
No desconocemos la necesidad de actualizar los ingresos de los trabajadores, como tampoco, la situación por la que atraviesan los laboratorios de análisis clínicos, los que se verán sumamente afectados si se asumiera ese compromiso, ya que muchos actualmente no pueden cubrir los costos.
Con todo esto, no solo está en riesgo la estabilidad laboral, sino también la garantía en la continuidad de las prestaciones, poniendo en relevancia la función que cumplen en la atención primaria de la salud los pequeños y medianos laboratorios ubicados en las localidades más pequeñas de nuestro extenso territorio.
